SUMMARY:Warren Select Board (2nd Tuesday)
DESCRIPTION:The Board meets regularly on the 2nd and 4th Tuesday of the month at 6:30 PM at the Warren Municipal Building\, at 42 Cemetery Road\, From time to time special or emergency meetings may be held on an alternative date.  Regular meetings may also be held on an alternative date at the discretion of the Selectboard. \nThe Warren Selectboard is responsible for the general supervision of the affairs of the town and “shall cause to be performed all duties required of the town not committed by law to the care of any particular officer.”  24 V.S.A. § 872   More specifically\, the Selectboard is charged with the following duties: \n\nMay enact ordinances & rules regulating land use and nuisances;\nWarns all annual Town meetings and specifies the business to be conducted at the meeting\, including proposing an annual budget;\nSets the tax rate to raise the specific amount of funds voted at the Annual Town Meeting;\nHires\, fires\, and directs almost all Town employees\, sets salaries if voters do not do so at town meeting\, and establishes and enforces personnel policies;\nAuthorizes all Town expenditures by signing orders for the Treasurer to draw Town funds;.\nIs responsible for laying out\, classifying\, and discontinuing Town roads;\nIs responsible for all animal control;\nIs authorized to borrow money for periods of less than a year in anticipation of taxes;\nFills all Town vacancies until an election is held;\nAppoints many Town Officer positions\, such as Fence Viewers\, Inspector of Lumber\, Tree Warden\, and others;\nAppoints and removes planning commissioners\, unless the town has voted to elect them;\nServes as ex-officio planning commission members in “rural towns.” 24 V.S.A. § 4322.  (A “rural town” is a town with a population of less than 2\,500 or a town with a population of at least 2\,500 but less than 5\,000 which has voted by Australian ballot to be considered a rural town. 24 V.S.A. § 4303(10).);\nAdopts the town plan unless the town votes to adopt it by Australian ballot (24 V.S.A. § 4385);\nRegulates and issues certificates for junkyards. 24 V.S.A. §§ 2241–2242;\nPurchases all insurance for the Town;\nRequires certain town officers to obtain a bond and sets the amount necessary. 24 V.S.A. § 832;\nMembers serve as members of the Board of Civil Authority; and\nHas other miscellaneous regulatory powers.\n\nThe Board meets regularly on the 2nd and 4th Tuesday of the month at 6:30 PM at the Warren Municipal Building\, at 42 Cemetery Road\, From time to time special or emergency meetings may be held on an alternative date.  Regular meetings may also be held on an alternative date at the discretion of the Selectboard.  \nBy law\, the Selectboard meetings are open to the public\, and the Warren residents are encouraged to attend.  Regular meeting agendas are required by law to be posted at least 48 hours in advance of a regular meeting. \nMeeting agendas are posted on this website in three places:  The Warren Post Office\, Warren Municipal Building\, Warren Library & the Warren Website.  Meetings are also posted on the Calendar.  \nSelectboard Conflict of Interest Policy \nThe_Selectboard_Role_in_the_Municipal_Organization (6) \nQuick Guide to the Open Meeting Law \nSelectboard Rules of Procedure \nInterested in watching Warren Select Board meeting videos from MRVTV? Click here.

DESCRIPTION:Duties\nThe Waitsfield Conservation Commission was formed in 2003 by an affirmative vote on Article 9 at the 2003 Annual Meeting.  Originally comprised of five members\, an affirmative vote on Article 11 at the 2007 Annual Meeting increased the number to nine.  According to 24 V.S.A. Section 4505\, the Waitsfield Conservation Commission is authorized to undertake the following: \n(1) make an inventory and conduct continuing studies of the natural resources of the municipality including but not limited to: \n\nair\, surface and ground waters\, and pollution thereof;\nsoils and their capabilities;\nmineral and other earth resources;\nstreams\, lakes\, ponds\, wetlands\, and floodplains;\nunique or fragile biologic sites;\nscenic and recreational resources;\nplant and animal life\, especially the rare and endangered species;\nprime agricultural and forest land\, and other open lands;\n\n(2) make and maintain an inventory of lands within the municipality which have historic\, educational\, cultural\, scientific\, architectural\, or archaeological values in which the public has an interest; \n(3) recommend to the legislative body of the municipality the purchase or the receipt of gifts of land or rights thereto\, or other property\, for the purposes of this chapter; \n(4) receive appropriations for operating expenses including clerical help by appropriation through the budget of the legislative body; \n(5) receive money\, grants or private gifts from any source\, for the purposes of this chapter. Grants and gifts received by the trustee of public funds shall be carried in a conservation fund from year to year to be expended only for purposes of this chapter; \n(6) receive gifts of land or other property for the purposes of this chapter\, by consent of the legislative body or by the affirmative vote of the municipality; \n(7) administer the lands\, properties and other rights which have been acquired by the municipality for the purposes of this chapter; \n(8) assist the local planning commission or zoning board of adjustment or the district environmental commission\, by providing advisory environmental evaluations where pertinent to applications made to those bodies\, for permits for development; \n(9) cooperate with the local legislative body\, planning commission\, zoning board of adjustment\, road committee or other municipal or private organizations on matters affecting the local environment or the natural resources of the municipality; \n(10) prepare\, collect\, publish\, advertise and distribute relevant books\, maps and other documents and maintain communication with similar organizations; and encourage through educational activities the public understanding of local natural resources and conservation needs; \n(11) make a brief annual report to the municipality of its finances and transactions for the year just passed\, and its plans and prospects for the ensuing year. \nIn addition\, the Town outlined the following specific duties: \n\nTo work closely with the Mad River Valley Planning District\, the Mad River Watershed Conservation Partnership\, and the Vermont Land Trust and other organizations with land conservation goals and objectives consistent with those of the Conservation Commission and the Waitsfield Town Plan;\nTo be guided first by the goals and objectives in the Waitsfield Town Plan in the course of making recommendations on land conservation projects;\nTo use the Mad River Valley Rural Resource Protection Plan and analytical models where appropriate;\nTo be responsible for stewarding land owned by the Town for conservation or preservation purposes; and\nTo oversee conservation easements that have been granted to the Town.

SUMMARY:Waitsfield Planning Commission (3rd Tuesday)
DESCRIPTION:Duties\nThe Waitsfield Planning Commission transitioned from a 9-member board to a 7-member board in 2006 to coincide with the formation of a Development Review Board.  The DRB has taken on the development review duties that were carried out by the 9-member Planning Commission\, which will allow the new Planning Commission to focus solely on its long-range planning\, legislative\, and other duties.  The 9-member board will dissolve when it completes it development review caseload. \nThe Planning Commission is authorized to carry out the following duties (see 24 V.S.A. Section 4325): \n(1) Prepare a plan and amendments thereof for consideration by the legislative body and to review any amendments thereof initiated by others as set forth in subchapter 5 of 24 V.S.A. Chapter 117;\n(2) Prepare and present to the legislative body proposed bylaws and make recommendations to the legislative body on proposed amendments to such bylaws as set forth in subchapter 6 of 24 V.S.A. Chapter 117;\n(3) Administer bylaws adopted under this chapter\, except to the extent that those functions are performed by a development review board;\n(4) Undertake capacity studies and make recommendations on matters of land development\, urban renewal\, transportation\, economic and social development\, urban beautification and design improvements\, historic and scenic preservation\, the conservation of energy and the development of renewable energy resources and wetland protection.  Data gathered by the planning commission that is relevant to the geographic information system established under 3 V.S.A. § 20 shall be compatible with\, useful to\, and shared with that system;\n(5) Prepare and present to the legislative body recommended building\, plumbing\, fire\, electrical\, housing\, and related codes and enforcement procedures\, and construction specifications for streets and related public improvements;\n(6) Prepare and present a recommended capital budget and program for a period of five years\, as set forth in 24 V.S.A. 4440\, for action by the legislative body\, as set forth under 24 V.S.A. 4443;\n(7) Hold public meetings;\n(8) Require from other departments and agencies of the municipality such available information as relates to the work of the planning commission;\n(9) In the performance of its functions\, enter upon land to make examinations and surveys;\n(10) Participate in a regional planning program;\n(11) Retain staff and consultant assistance in carrying out its duties and powers;\n(12) Undertake comprehensive planning\, including related preliminary planning and engineering studies;\n(13) Perform such other acts or functions as it may deem necessary or appropriate to fulfill the duties and obligations imposed by\, and the intent and purposes of\, this chapter. \n\n\n\n\n\n\nMembers and Terms\nPlanning Commission members are appointed for four-year terms.  The initial terms were staggered so that no more than three positions will expire at any one time. \n\n\n\nMembers\nWhen\nAppointed\nTerm\nExpires\n\n\nRobert Cook\n2017\nMar. 2025\n\n\nAlice Peal\n2019\nMar. 2026\n\n\nKevin Anderson\n2020\nMar. 2024\n\n\nBrian Voigt\n2014\nMar. 2026\n\n\nSteve Shea\n2015\nMar. 2023\n\n\nEmma Hanson\n2021\nMar. 2026\n\n\nAnnMarie Harmon\n2018\nMar. 2024\n\n\n\n\n\n\nMeetings\nThe Planning Commission meets on the 1st and 3rd Tuesdays of each month\, 7:00 PM\, at the Waitsfield Town Office.   Members are urged to let staff know as early as possible if they will be unable to attend a scheduled meeting so arrangements can be made to ensure a quorum.

DESCRIPTION:Duties\nThe Waitsfield Planning Commission transitioned from a 9-member board to a 7-member board in 2006 to coincide with the formation of a Development Review Board.  The DRB has taken on the development review duties that were carried out by the 9-member Planning Commission\, which will allow the new Planning Commission to focus solely on its long-range planning\, legislative\, and other duties.  The 9-member board will dissolve when it completes it development review caseload. \nThe Planning Commission is authorized to carry out the following duties (see 24 V.S.A. Section 4325): \n(1) Prepare a plan and amendments thereof for consideration by the legislative body and to review any amendments thereof initiated by others as set forth in subchapter 5 of 24 V.S.A. Chapter 117;\n(2) Prepare and present to the legislative body proposed bylaws and make recommendations to the legislative body on proposed amendments to such bylaws as set forth in subchapter 6 of 24 V.S.A. Chapter 117;\n(3) Administer bylaws adopted under this chapter\, except to the extent that those functions are performed by a development review board;\n(4) Undertake capacity studies and make recommendations on matters of land development\, urban renewal\, transportation\, economic and social development\, urban beautification and design improvements\, historic and scenic preservation\, the conservation of energy and the development of renewable energy resources and wetland protection.  Data gathered by the planning commission that is relevant to the geographic information system established under 3 V.S.A. § 20 shall be compatible with\, useful to\, and shared with that system;\n(5) Prepare and present to the legislative body recommended building\, plumbing\, fire\, electrical\, housing\, and related codes and enforcement procedures\, and construction specifications for streets and related public improvements;\n(6) Prepare and present a recommended capital budget and program for a period of five years\, as set forth in 24 V.S.A. 4440\, for action by the legislative body\, as set forth under 24 V.S.A. 4443;\n(7) Hold public meetings;\n(8) Require from other departments and agencies of the municipality such available information as relates to the work of the planning commission;\n(9) In the performance of its functions\, enter upon land to make examinations and surveys;\n(10) Participate in a regional planning program;\n(11) Retain staff and consultant assistance in carrying out its duties and powers;\n(12) Undertake comprehensive planning\, including related preliminary planning and engineering studies;\n(13) Perform such other acts or functions as it may deem necessary or appropriate to fulfill the duties and obligations imposed by\, and the intent and purposes of\, this chapter. \n\n\n\n\n\n\nMembers and Terms\nPlanning Commission members are appointed for four-year terms.  The initial terms were staggered so that no more than three positions will expire at any one time. \n\n\n\nMembers\nWhen\nAppointed\nTerm\nExpires\n\n\nRobert Cook\n2017\nMar. 2025\n\n\nAlice Peal\n2019\nMar. 2026\n\n\nKevin Anderson\n2020\nMar. 2024\n\n\nBrian Voigt\n2014\nMar. 2026\n\n\nSteve Shea\n2015\nMar. 2023\n\n\nEmma Hanson\n2021\nMar. 2026\n\n\nAnnMarie Harmon\n2018\nMar. 2024\n\n\n\n\n\n\nMeetings\nThe Planning Commission meets on the 1st and 3rd Tuesdays of each month\, 7:00 PM\, at the Waitsfield Town Office.   Members are urged to let staff know as early as possible if they will be unable to attend a scheduled meeting so arrangements can be made to ensure a quorum.

SUMMARY:Warren Select Board (2nd Tuesday)
DESCRIPTION:The Board meets regularly on the 2nd and 4th Tuesday of the month at 6:30 PM at the Warren Municipal Building\, at 42 Cemetery Road\, From time to time special or emergency meetings may be held on an alternative date.  Regular meetings may also be held on an alternative date at the discretion of the Selectboard. \nThe Warren Selectboard is responsible for the general supervision of the affairs of the town and “shall cause to be performed all duties required of the town not committed by law to the care of any particular officer.”  24 V.S.A. § 872   More specifically\, the Selectboard is charged with the following duties: \n\nMay enact ordinances & rules regulating land use and nuisances;\nWarns all annual Town meetings and specifies the business to be conducted at the meeting\, including proposing an annual budget;\nSets the tax rate to raise the specific amount of funds voted at the Annual Town Meeting;\nHires\, fires\, and directs almost all Town employees\, sets salaries if voters do not do so at town meeting\, and establishes and enforces personnel policies;\nAuthorizes all Town expenditures by signing orders for the Treasurer to draw Town funds;.\nIs responsible for laying out\, classifying\, and discontinuing Town roads;\nIs responsible for all animal control;\nIs authorized to borrow money for periods of less than a year in anticipation of taxes;\nFills all Town vacancies until an election is held;\nAppoints many Town Officer positions\, such as Fence Viewers\, Inspector of Lumber\, Tree Warden\, and others;\nAppoints and removes planning commissioners\, unless the town has voted to elect them;\nServes as ex-officio planning commission members in “rural towns.” 24 V.S.A. § 4322.  (A “rural town” is a town with a population of less than 2\,500 or a town with a population of at least 2\,500 but less than 5\,000 which has voted by Australian ballot to be considered a rural town. 24 V.S.A. § 4303(10).);\nAdopts the town plan unless the town votes to adopt it by Australian ballot (24 V.S.A. § 4385);\nRegulates and issues certificates for junkyards. 24 V.S.A. §§ 2241–2242;\nPurchases all insurance for the Town;\nRequires certain town officers to obtain a bond and sets the amount necessary. 24 V.S.A. § 832;\nMembers serve as members of the Board of Civil Authority; and\nHas other miscellaneous regulatory powers.\n\nThe Board meets regularly on the 2nd and 4th Tuesday of the month at 6:30 PM at the Warren Municipal Building\, at 42 Cemetery Road\, From time to time special or emergency meetings may be held on an alternative date.  Regular meetings may also be held on an alternative date at the discretion of the Selectboard.  \nBy law\, the Selectboard meetings are open to the public\, and the Warren residents are encouraged to attend.  Regular meeting agendas are required by law to be posted at least 48 hours in advance of a regular meeting. \nMeeting agendas are posted on this website in three places:  The Warren Post Office\, Warren Municipal Building\, Warren Library & the Warren Website.  Meetings are also posted on the Calendar.  \nSelectboard Conflict of Interest Policy \nThe_Selectboard_Role_in_the_Municipal_Organization (6) \nQuick Guide to the Open Meeting Law \nSelectboard Rules of Procedure \nInterested in watching Warren Select Board meeting videos from MRVTV? Click here.
